The doctrine of the Theology of the plan of God.

This passage is not saying that God violates anyone’s free-will; in fact, on the contrary, this passage is saying that God knew billions and billions of years ago what everyone’s free will would decide.

The Doctrine of the Theology of God’s Perfect Plan.
Point 1. Definition and Description.
Theology - theo [God] + logia [word, discourse] = the study of God.

To study theology is to get to know God in order that we may glorify Him through our love, honor, and respect, revealed by our obedience to Him and His plan for our lives.

Disregard theology or the study of God, and you sentence yourself to chaos, fear, worry, anger, blindfolded, as it were, with no sense of direction and no understanding of what’s going on around you.

JER 49:23 Concerning Damascus [Turkey]. “Hamath [popular prosperous district] and Arpad [city of slavery in Damascus] are put to shame, For they have heard bad news; They are disheartened. There is anxiety by the sea, It cannot be calmed.”

DEU 32:4 The Rock! His work is perfect, For all His ways are just; A God of faithfulness and without injustice, Righteous and upright is He.
DEU 29:29 The secret things belong to the Lord our God, but the things revealed belong to us and to our sons forever, that we may observe all the words of this law.

Perfect God can only produce a perfect plan even for sinful and imperfect human beings.

How can a perfect God produce a perfect plan for sinful persons without compromising His own attributes?

The sovereignty of God,
The will of God,
The omniscience of God,
The divine decrees, such as, election, foreknowledge, predestination, and the integrity of God.

Inasmuch as the will of mankind is an instrument created by God for the execution of His own plan, human volition, whether positive or negative serves the divine purpose rather than hinders it;
PSA 76:10 - God even uses the wrath of man to praise Him.

Even man’s negative volition, man’s failure, man’s antagonism toward the plan of God is still utilized by God to fulfill His plan.

Even man’s failure to execute the plan of God does not frustrate or hinder the plan of God; in fact, it can only add to that plan.

2CO 13:8 For we can do nothing against the truth, but only for the truth.

ISA 5:4 “What more was there to do for My vineyard that I have not done in it? Why, when I expected {it} to produce {good} grapes did it produce worthless ones?”

JOH 15:16 “You did not choose Me, but I chose you, and appointed you, that you should go and bear fruit, and {that} your fruit should remain,”

Point 2. The Essence of God is necessary understand the Theology of God’s Perfect Plan.

God is a person and as a person He has personality, self-consciousness as well as self-determination. God recognizes Himself as a personality, and as such He thinks, He decides, He acts rationally.

God is perfectly motivated, He is perfectly rational, and God has never performed any deed of any kind that was not absolutely, totally, and completely perfect in keeping with His perfect mentality, as well as His perfect motivation.

Whether we are looking at God from the standpoint of what He does, or from the standpoint of what He thinks, or from the standpoint of how He is motivated, it all adds up to perfection.
