The Doctrine of The Divine Decrees. Part 2.
The mystery of the omniscience of God.
Definition and Description.
First of all, the decree of God refers to God’s infinite, holy, wise and sovereign purpose, comprehending simultaneously all things that ever were or will ever be.
Secondly, when you think of the divine decree of God I also want you to derive comfort from God’s holy and perfect integrity and the fact that He would never leave you or ever forsake you.
ISA 42:1-9, “Behold, My Servant, whom I uphold; My chosen one {in whom} My soul delights. I have put My Spirit upon Him; He will bring forth justice to the nations. He will not cry out or raise {His voice,} Nor make His voice heard in the street. A bruised reed He will not break, And a dimly burning wick He will not extinguish; He will faithfully bring forth justice. He will not be disheartened or crushed, Until He has established justice in the earth; And the coastlands will wait expectantly for His law. Thus says God the Lord, Who created the heavens and stretched them out, Who spread out the earth and its offspring, Who gives breath to the people on it, And spirit to those who walk in it, I am the Lord, I have called you in righteousness, I will also hold you by the hand and watch over you, And I will appoint you as a covenant to the people, As a light to the nations, To open blind eyes, To bring out prisoners from the dungeon, And those who dwell in darkness from the prison. I am the Lord, that is My name; I will not give My glory to another, Nor My praise to graven images. Behold, the former things have come to pass, Now I declare new things; Before they spring forth I proclaim {them} to you.”
HEB 13:5, for He Himself has said, “I will never desert you, nor will I ever forsake you,”
HEB 6:18, says about our God, in order that by two unchangeable things, in which it is impossible for God to lie,
Thirdly, God comprehends all things at the same time that ever were or will be in their causes, conditions, successions, and the inevitable results and consequences.
GAL 6:3 For if anyone thinks he is something when he is nothing, he deceives himself.
GAL 6:7-8, Do not be deceived, God is not mocked; for whatever a man sows, this he will also reap. For the one who sows to his own flesh shall from the flesh reap corruption, but the one who sows to the Spirit shall from the Spirit reap eternal life.
The definitions emphasize that the omniscience of God knew simultaneously in eternity past everything that would happen in human history, the thoughts, actions, and decisions of every person in this life.
However, remember that the divine decrees deal with one primary ultimate eternal purpose but because of the limitations of our mental ability or capacity faculties, necessarily perceived by us in partial aspects and logical relations (from Scripture).
Therefore, we classify the decrees as being plural, but in reality it is all one decree. While all of this may be technical, it is very important for you to understand this because, while it is technical, it is a reminder to you that billions and billions of years ago before man existed God had you personally in mind.
Omniscience is a divine attribute that once the believer comes to comprehend is a very comforting one.
Omni = all, science = knowledge. God is all knowing, God knows all things.
He is one Who is perfect in knowledge.
JOB 37:16, “Do you know about the layers of the thick clouds, The wonders of one perfect in knowledge,”
David described the omniscience of the Lord in a fantastic way in PSA 139:1-6,12.
God’s knowledge is not based upon time. It is not related to or limited by time. We usually can go back and evaluate things that have happened in the past, see our failures and hopefully, learn from them. We can even speculate about the future and even make some pretty accurate guesses. But none of us knows exactly what will happen tomorrow. We are slaves to time! We are limited by time! However, God is not and therefore His knowledge is superimposed over time.
We continue to learn as long as we live on this earth. However, God has never had to learn a thing! He has always known everything. Every thought, every motive, every event, and every action of every person who would ever live! And He knew this billions and billions of years before they existed. He knows the end from the beginning.
ISA 46:8-12, “Remember this, and be assured; Recall it to mind, you transgressors. Remember the former things long past, For I am God, and there is no other; {I am} God, and there is no one like Me, Declaring the end from the beginning And from ancient times things which have not been done, Saying, ‘My purpose will be established, And I will accomplish all My good pleasure’; Calling a bird of prey from the east, The man of My purpose from a far country. Truly I have spoken; truly I will bring it to pass. I have planned {it, surely} I will do it. Listen to Me, you stubborn‑minded, Who are far from righteousness.”
Notice verse 8 again, it says remember this and be assured, recall it to mind you transgressors. This is why I said that to the believer who understands omniscience it is a very comforting attribute to understand! It means that there is nothing in your life that could ever happen that God didn’t know about billions and billions of years ago. And knowing about it, and being perfect, He provided a perfect provision and perfect solution for every problem we would ever face! Our Lord shared this principle with His disciples when He said in MAT 10:29-30, “Are not two sparrows sold for a cent? And, yet not one of them will fall to the ground apart from your Father’s knowledge,” but the very hairs of your head are numbered.”
Because God is omniscient, He knows what is best for those who trust in Him! We may not understand the adversities and the sufferings which come into our lives; yet in the end we will discover that God knew all along exactly what we needed and what was best for us! The Lord Jesus Christ said to Peter one day in JOH 13:7, “What I’m doing you do not realize now, but you shall understand later on”.
No one in the human race can ever really understand in depth the principle of omniscience, we can only touch the surface! As the Apostle Paul said in ROM 11:33, “Oh, the depth of the riches both of the wisdom and knowledge of God! How unsearchable are His judgments and unfathomable are His ways.”
However, it is God’s intention that every believer come to understand everything in the Bible, and that is “in time”! Anything which God did not intend for us to know was not included in the canon of scripture. As DEU 29:29 says,” the secret things belong to the Lord our God, but the things revealed belong to us and our children forever.” Certainly, you will not understand the doctrinal content of the Bible all at once, for knowledge is built on knowledge, but if you stay with it long enough it can be done! Remember every book in the Bible was written by a human author who understood what he was recording.
Now all three members of the Godhead are omniscient. The Father is said to be omniscient and perfect in knowledge (JOB 37:16, MAT 6:8; MAT 10:29-30, ACT 1:24). The Son knows all things (JOH 18:4, MAT 9:44, JOH 2:25).
The H.S. is even called the Spirit of wisdom and understanding…counsel and knowledge ISA 11:2. The Spirit searches all the deep things of God in 1CO 2:10. In 1CO 2:11 the H.S. knows the thoughts of God the Father!
Knowing these things increases your personal love for God! The decrees of God then are His eternal and immutable will regarding the future existence of all events which will happen in time and the precise manner and order of their occurrence. By decrees is meant the eternal plan by which God has rendered certain all of the events of the universe (angelic history, human history) past, present, and future. So the decrees of God are the chosen and adopted plan of God for all of His works.


When we deal with a subject like this, it requires a tremendous amount of concentration. No one expects you to learn the entire doctrine in one week…it takes time! So, just relax and let God the Holy Spirit communicate to you what you are able to comprehend.

The decrees of God are His eternal purpose according to the counsels of His own will whereby for His own glory He has foreordained whatever comes to pass.

ISA 43:7  Everyone who is called by My name, And whom I have created for My glory, Whom I have formed, even whom I have made.”
PRO 16:4  The Lord has made everything for its own purpose, Even the wicked for the day of evil.
2TI 1:8-9, Therefore do not be ashamed of the testimony of our Lord, or of me His prisoner; but join with me in suffering for the gospel according to the power of God, who has saved us, and called us with a holy calling, not according to our works, but according to His own purpose and grace which was granted us in Christ Jesus from all eternity,
The decrees are the all‑inclusive will and purpose of God concerning all that ever was or ever will be, which originates wholly within Himself. Because of the fact that God is omniscient, He knew everything that would ever happen in one moment of time.
